“SMTS" LLC, which is known for its unique and innovative approach in the construction sector of Azerbaijan and for designing many high-rise buildings with distinctive and unique structural systems, has achieved another major success by successfully completing the construction of the New Administrative Building for the State Service for Property Issues under the Ministry of Economy of the Republic of Azerbaijan. On March 27, 2023, the official opening ceremony of the administrative building took place and President Ilham Aliyev participated in the ceremony.
As a unique building selected among the ensemble of high-rise buildings built in recent years in Baku, the new administrative building is characterized by its modern and postmodern architectural style and complex structural shape.
The design of the new Administrative Building was carried out by the Austrian architecture company "Hoffmann-Janz" GmbH, which is world-renowned and has also been the author of many famous projects in our country. The adaptation of the project to local norms and standards was entrusted to "Arxin-M LTD" LLC.
The technical supervision (construction management) services of the building were carried out by German company "Obermeyer Project Management GmbH", while the final completion works of the reinforced concrete, facade, steel structure, fit out works, electrical and mechanical packages were carried out by "Technicon Engineers Consulting" LLC.
The building consists of 33 floors and has a height of 125 meters. The foundation of the building is on 140 reinforced concrete piles with a diameter of 1 meter and a length of 40 meters.
Since Baku is located in an active seismic zone, the building's load-bearing structures were constructed with the ability to withstand a 9-point earthquake.
Each floor of the building is rotated 2.65º relative to the previous floor, resulting in the facade being twisted 90º, giving the building a swirling effect. While rotating buildings like this are common worldwide, the fact that the facade of the administrative building is made entirely of glass and each glass panel is inclined makes it different from other buildings.
Another unique constructive aspect of the building is the podium floor, with a total area of 2837 m², is built in the shape of the map of the Republic of Azerbaijan, and is surrounded by a decorative pool called the “Caspian Sea” from the east. The decorative pool covers an area of 1200 m² and has a depth of 18-28 cm.
The administrative building consist of 254 rooms, and all kinds of conditions have been created for the comfortable and efficient work of 537 employees. The building is equipped with modern multimedia means and also has a translation room for various events to be held. There is a “Baku Hall” on the podium level with an area of 410 square meters capable of accommodating 150 participants for various events, as well as conference rooms on the 19th floor with an area of 124 square meters designed for 25 participants. Additionally, various purpose-built work and meeting rooms have been created. The new administrative building has a restaurant on the 26th floor for 163 workers to dine comfortably at the same time, as well as a VIP Lounge on the 30th floor with a capacity of 93 people for organizing banquets for event participants and providing comfortable accommodation for guests.
On the undergraund floor of the building, there is a crisis management center with modern equipment, which covers an area of 490 square meters and accommodates up to 105 people called “Civil Defense” Room.
On the technical floor of the building, 6 AHU ventilation systems have been installed. In the technical building, there is also 1 diesel generator with a power of 1250 kVA that operates automatically, 3 Italian-made boilers with a power of 1100 kW, and 4 YORK brand chillers with a cooling capacity of 1580 kW.
The new administrative building was equipped with 3 Schneider transformers, each with a capacity of 2500 kVA and voltage of 35/0.4 kV, to ensure uninterrupted and reliable electrical power supply.
On the basement level, in order to provide operative extinguishing of possible fires in the building and structures, 2 fire water reservoirs with a capacity of 152 m³, which meet the highest norms and standards, taking into account the floor area, degree of compartmentalization and density of workers, and 2 drinking water tanks with a capacity of 90 m³ and 104 m³ have been constructed.
On the first underground floor, a parking lot with a total area of 7,906 m² for 153 vehicles has been built.
Using the achievements of scientific and technological progress, a building management system (BMS) has been installed to ensure a comfortable microclimate inside the building, monitor the water and electricity supply systems, regulate energy/resource consumption, manage the lighting system, control the security systems (video surveillance, access control, and notification), monitor the fire alarm and fire suppression systems, provide local and centralized control, and regulate all engineering and technical systems according to predetermined emergency scenarios.
Around the administrative building, 1320 m² of land has been landscaped with 216 trees and bushes of 14 different types, as well as 3500 decorative flowers have been planted. Existing trees have been saved. In addition, a central irrigation system has been considered for the landscaped area.
To simplify and speed up the cleaning of the facade, a BMU facade cleaning system which belongs to Atech company has been installed on the roof.
